Mexico, Central America, and the Caribbean are at a critical juncture in their journey toward decarbonization. Dialogue among energy sector stakeholders is essential to drive this transformation.

Energy Talks 2025 is establishing itself as a platform for meaningful discussions about the urgent strategies and actions required. Now in its third year, this forum—organized by Siemens Energy in partnership with Grupo Expansión—has brought together decision-makers, leaders from both the public and private sectors, and energy transition experts in Mexico. Today, when long-term promises are no longer enough, it is crucial to act with determination to transform our industries toward a more sustainable future.

As we approach COP30, to be held for the first time in Latin America—in Brazil—our region has the opportunity to position itself as a leader in the global energy transformation. This event will enable us to engage with the international energy landscape, share best practices, and propose regionally driven solutions from Mexico, Central America, and the Caribbean.

Energy Talks 2025 is built on the belief that the energy transition must go beyond theory. It requires regional vision, international collaboration, and the courage to act.

The agenda for Energy Talks 2025 has been designed to facilitate a strategic dialogue that allows for the identification of opportunities, the sharing of best practices, and progress towards concrete solutions.

Politics Editor at Expansión. With extensive experience in renowned Mexican media outlets, she specializes in political, social, and urban topics. She is an active participant in the podcast Política y Otros Datos and has collaborated in investigative journalism workshops. Her work focuses on how policies and regulations directly impact the public and economic spheres.

PhD in Latin American Economic History from Harvard University and Bachelor's degree in Economics from the Center for Research and Teaching in Economics (CIDE), awarded the Luis Chávez Orozco Prize for his thesis on economic history. He is an expert in economic development, studies on authoritarianism, and population policies in Mexico and Spain. From 2018 to 2021, he served as the Head of the Global Economic Intelligence Unit at the Secretariat of Economy, where he led innovative initiatives to promote Mexican exports and attract foreign direct investment, being responsible for developing data platforms such as DataMéxico and ExportaMX. He has worked as a Researcher and Technical Advisor at the Bank of Mexico and currently serves as the Head of the Economic Promotion and Growth Unit with the team of Secretary Marcelo Ebrard Casaubon at the Secretariat of Economy. He is the author of multiple academic publications in national and international journals, focusing on topics of foreign policy, economic history, and development.

Strategic policies and public-private partnerships: driving energy expansion across the region

With clear public policies and strong strategic alliances, the region can take a decisive leap in its energy transition. This session brings together diverse perspectives on how collaboration between governments, businesses, and international organizations is reshaping energy access and generation through effective regulatory frameworks and green financing.

A European Commission official since 1993, he has worked in trade, environment, and sustainability, as well as in international cooperation with Latin America and multilateral organizations. He served as a senior expert at the Directorate-General for Environment (DG ENV) and has represented the EU in both Asia and the Americas. He currently shares his expertise through lectures on the European Green Agenda and energy transition.

He joined Siemens in 1999 and has held increasingly senior positions in Argentina, Germany, and across South America. He served as Head of Regional Strategies at the global headquarters in Germany and later led the Energy business in Argentina and the Austral-Andean region. In 2016, he became CEO of Siemens in Argentina and Uruguay, and in 2018, CEO for Siemens South America (excluding Brazil). When Siemens Energy was established as an independent company in 2020, he was appointed Managing Director for Argentina, Chile, Peru, and Uruguay. Since 2023, he has led operations in Mexico, Central America, and the Caribbean, and in 2024, he took on responsibility for Latin America North. He holds a degree in Industrial Engineering from the University of Buenos Aires and an MBA from IAE Business School.

He previously held executive positions at Siemens, including CEO for Mexico and Central America, CEO of Siemens Chile, General Counsel for Siemens South America, and CCO for Siemens Americas. With more than 20 years leading teams and strategies across multiple regions, he represents the world's largest copper producers, promoting, protecting, and defending this resource at a critical time for the transition to a more developed and sustainable future. He holds a Law degree, an MBA, and an LL.M. in Commercial Law from Duke University, USA.

Salomón leads the Specialized Industries Banking team within Citi Mexico’s Corporate Bank. His team covers a wide range of sectors, including metals and mining, energy and renewables, oil and gas, and infrastructure.He joined Citi’s investment banking division in July 2011, based in New York, as part of the Energy and Utilities team. Over the years, Salomón worked on numerous advisory, debt, and equity transactions in the U.S., mainly focused on leveraged and project finance deals.In 2015, he moved to the Mexico City office to work with clients in the Energy and Infrastructure sectors, including Pemex and CFE from 2016 to 2019. Today, his main focus is on structured financing, including acquisition finance, leveraged loans, and project finance. During his time in Mexico, Salomón has helped clients raise more than USD 30 billion in debt and equity transactions.Since 2021, he has been leading infrastructure financing in Mexico, connecting with Citi’s global specialized team. And since 2022, he also heads Metals and Mining banking across Latin America, bringing his deep experience to this evolving and growing sector for Citi.Salomón holds a degree in Economics from ITAM in Mexico City and an MBA from the Darden School of Business in Virginia, USA. He’s married and has three children.

Connecting the grid: reliability and interconnection for economic growth

A modern, interconnected grid is key to sustaining economic growth and advancing the energy transition. This panel will explore how to strengthen infrastructure to ensure clean and reliable energy, support industries like data centers and AI, and promote local content as a driver of jobs, development, and self-sufficiency.

She has over 25 years of professional experience, 17 of which have been within Siemens / Siemens Energy, where she has held roles in Communications, Sustainability, Government Affairs, Marketing, Strategy, and Business Development. She has led high-performing regional teams, fostering collaboration across countries, identifying business opportunities, and developing talent. Before her current role, she headed Business Development and was responsible for Sales Operations for the Generation business. Originally from Venezuela and now based in Mexico, she has worked in several countries across the Americas and Europe, bringing an intercultural perspective to her leadership.

Expert in regulation and market analysis with 20 years of experience in energy transition projects across Mexico, Central America, and Southeast Asia. Since 2018, she has led regulatory impact assessments, market intelligence, and go‑to‑market strategies at Fresh Energy Consulting, and has served as an expert witness in international electricity‑sector legal proceedings. She previously held senior roles at Global Power Generation (Naturgy Group), AES Corporation, and Enel Green Power, managing more than 6.5 GW of conventional and renewable generation. A key contributor to Mexico’s 2013 Energy Reform, she also promoted regulatory harmonization in Central America to strengthen the Regional Electricity Market. She holds a BA in International Relations and a Master’s in Geopolitics with a specialization in Utility Regulation (University of Florida, PURC), plus studies in renewable energy, energy efficiency, and e‑mobility. She is an independent board member at Zora Power and Founder of Voz Experta.

Luis Lugo brings over twenty years of experience in developing industrial infrastructure across the energy, natural gas and large-scale project sectors. As Country Manager for CloudHQ in Mexico, he leads the development of a hyperscale data center, overseeing the construction of electrical substations, roadway access, land preparation and transmission lines. He has held strategic positions at ENGIE, Esentia Energy, CEMEX and ARTHA Capital, where he managed right-of-way negotiations, attracted investment and strengthened institutional relationships at the federal, state and municipal levels. His proven ability to design and implement public-private collaboration models—combined with a strong focus on sustainability and regional competitiveness—positions him as a leading authority in coordinating energy and industrial infrastructure projects throughout Mexico and Latin America.

She currently leads Siemens Energy’s regional agenda on institutional relations, sustainability, and social responsibility, promoting initiatives that integrate the energy transition with economic development and social impact. Her work focuses on strengthening strategic partnerships, attracting investment, and contributing to the development of resilient and sustainable energy ecosystems.

The Executive Director of COP30 will share her perspective on the role the region can play in the global energy transition, emphasizing collaboration, commitment, and joint action in the lead-up to the climate conference in Brazil.

Economist with over 25 years of leadership in environmental policy, climate action, and social impact. She has led the Instituto Clima e Sociedade (iCS), chaired the board of Greenpeace International, and represented the Ford Foundation in Brazil. As Executive Director of COP30, she seeks to make the conference a turning point—prioritizing adaptation, nature‑positive finance, and concrete implementation toward the 1.5°C goal.
